So even if they do ignore all the above items....they still must provide you ample time to fix it.  

If it is a month to month, then you can raise the rent per your state's requirements (given them ample notice). 

I do think it is shady that they went behind your back to attain the inspection report from your realtor but they may have been trying to validate your concerns so that they could make it right... regardless they should have asked you and should have gone through you first!

If not, see if you can attain that status so you can generate income to save.

I wouldn't start improving (attaining permits for construction work), before you are the owner.

If all multifamily properties are full and have waiting lists you would seem to have ample demand for residential units.
