I wouldn't consider Muskegon "A" class yet by any means but they've definitely jumped out of the boarded up/depressed era and are on their way to respectability.   

Their job is to ensure that the paperwork and inspections etc are completed in accordance to Federal, State, County, Realtor Board and Broker laws, regulations and rules ..

Sandblasted the storm windows > foam backer > insulation > then cement board right over it for tiling. 

Hopefully you can get neighbors on board, that may accelerate the AHJ'S actions.The neighbors are on board and a couple of them are current and retired LEO...that might help...?
