Insurance is always prepaid before closing or included in closing because the escrow collection is for next year's premiums.

Yes, a seller concession is really only supposed to go towards closing costs, not prepaids, etc.

if so - best thing to do is to ask  seller to provide a  credit / aka  concession  that you can use to pay costs / fees/ prepaids
