From the assessor's site, the land-use records show that the encroaching property owner has only been paying taxes for their plotted land, while the subject property has been paying the taxes for land on which the other’s building partially sits.

I always plan to have 6 months of holding costs available, for after I finish the flip, just in case I missed the market.If a lot of houses are sitting on the market for a long time, (can't sell) I'd definitely avoid it. 

Buy strategically, and if you do it right you may be able to get that 2nd one quicker than you originally thought and sit in a better position than you do as of today.

Ideally, you sit back on all assets levered at 20-40% and real estate possibly up to 60%, ideally not north of 40%.

well if this was remotely true I would pay the 35k and sit back let them do all the work and make my 200k a year.  

Listings that have been sitting on the market seem stale, not exciting and spook buyers in that they may think there could be an issue as to why it's been sitting on the market.
