Raw land is often going to be someone who had excess capital to acquire the land and then at some point determined the taxes were worth more than the resale potential.

I found a company selling small notes on raw land ($10-$50k range) that they buy out of bankruptcy/tax sales. 

They are application fees, plan review fees, maybe/maybe not impact fees (tens of thousands of dollars paid to the local government so you can develop a raw land), permitting fees, rezoning fees if rezoning is required. 3.)

Having permit before owning the land if it's raw dirt is a weird request.

1031 is for a business or rental, hard to imagine how raw land fits...

It’s raw land if that helps. 

Besides the raw numbers there is the turnover and management.
