Each of those joints had a bit of a lip to them for stuff to hang up on plus there was still a bit of water laying in the pipe indicating that there was not a good slope to the line.

Just be sure to use your policy consistently, or you can open up the "discrimination" can of worms.Too add to what MikeOH said, You can pretty easily tell if a tenant is lying to you...their lips will be moving.
