@Linda Weygant Yes agreeing with @Montse C. here that this first needs to be discussed by the governing bodies and most likely will get tackled or at least in part tackled as it makes no sense.

I would probably lean more toward a time frame of 60-90 days to season the purchase.

Since the 20 foot ladder is "leaned" against the tree, it only goes up about 17 feet.

It's just one more government body asking for a lot the same information.  

I feel if you can do the 1031 you should lean towards that.

I would lean towards selling and repeating.

One day several weeks after close, they sent me an "invoice" via email with no body, just an attachment with a jumble of line items - It included one of the two items they were getting a quote for me on (new flooring), some but not all of the items they were supposed to fix as part of the contract (with prices even though they were paying), and a few other items I was not familiar with. 

Unfortunately, after speaking with City Council Members, it appears they are heavily leaning towards creating this new law.
