No one that I am aware of has been able to convince anyone that matters that the interpretation they use is against the rationale of the 15 year exemption and therefore a poor interpretation.

While I do not work in this area, I was able to an answer for you concerning the legality of short-term rentals:"Atlanta's statute is largely silent on the matter, but we spoke by phone with zoning and other city officials and were told that they interpret current law such that short-term rentals are prohibited.
