Any suggestions on a financial institution for a loan? 

I want a HELOC, but have never heard of anyone finding an institution who would do it.

Anyway, yes, if you know how to work performing notes and can get a decent discount (unlikely from institutions) they can be a gravy train.

To cut an even longer story short, I now have a business partner in Mexico City who is a British chartered surveyor, and has been working on development projects in Mexico for almost fifteen years and is a Member of the Royal Institute of Chartered Surveyors.

But, assuming that an investor was sold units and did NOT provide sufficient proof of accreditation then (1) they can file a complaint with the SEC (which may only indirectly enhance their ability to recover their investment) and / or they can institute a civil suit for recovery of their losses.  

That would be about a month.This timeframe may vary among institutions, counties and states.

A good broker maintains relationships with various funding sources, including individual investors, investment groups, and financial institutions.
