The lender wont talk to you without the owners written authorization, and the lender does not own the property to sell it to you.

This is due to longer notice requirements primarily.Collecting from the housing authority is great. 

Rebuilding will take time especially as critical infrastructure was lost, but they will rebuild. hopefully the authorities do what they can to expedite the rebuilding (ie issuing building permits, inspections, etc). 

I'm an authorized reseller for Generali (for our guests that book off-platform) and it's something like $59 for the guest, and you can buy it on their behalf, but I'm not sure that it covers chargebacks.
