Like empty seats on an airplane there is little value if you do not get this over the line.Make the fee small enough so that the person buying pulls out all the stops to get this done.

I KNOW if I follow people jumping out of an airplane who say they packed their own chute, and I relied on one of them to pack mine, I would want to know mine wasn't their very first one, ever.

Many people blindly accept this as a free pass for pets because they don't want to offend somebody.People try this all the time on airplanes when they don't want to pay extra or put their dog in a different area of the plane.

Seasoned pilots shouldn't crash their airplanes. 

Same with proving your airplane is a business expense you need super copious record keeping they love nailing you for those huge deductions when our really just flying your family to holidays.
