Even with this disconnect on the purchase price, I am still excited about the property because it will help clean up the neighborhood as well as should be profitable even with extensive repairs.

Seems like there is a disconnect somewhere in the chain.

The tenant could just shut off the supply valve , or they could disconnect the common wire from the irrigation controller . 

They'll keep hitting you with these fees until you catch on to the scam and then you'll call one day and their phinenumber will be disconnected.
