In addition to the medical school thing, they have done it at various times by requiring people to use their services when it was not needed, such as for routine extensions of prescriptions for chronic conditions.I buy all my medicines in India in order to avoid dealing with these cartels, including the drug companies.

Or if the chronic drunk (even a college kid in a nice campus rental) with prior DUI's, has a party gets wasted and commits vehicular manslaughter - are you liable as the property owner as this surely showed up on his background check.I agree there will be plenty of boarded up homes, but again, if you gentrify or bulldoze the hood it will simply move another mile down the road.

Most of the chronically homeless on the streets around here - despite rhetoric - aren't people who have been forced out of their long term homes/apartments by rising rents - they are drug addicted or mentally ill people who cannot hold a job, a criminal component, and some that prefer the lifestyle.
