Regarding adding the bedroom, I think it would be an excellent approach if you could keep the layout functional. 

Can I write a letter explaining to the renters I bought this property and put a copy of the title with the letter and ask them to start sending me rent?

Currently, there is a bug that is limiting the functionality of this feature but the team is busy resolving it.

I would keep reaching out  (emailing is preferred, so it's in writing) to the county permitting department until you get a clear answer, even if it is "We don't have any occupancy septic rule".
