From what I’ve been reading, if this was electric or gas, they’d have a say and you could bring the case before their review board.

The home is small and old but everything is working as far as water (public), septic tank, stove, electric, etc.It does look outdated though (and in my opinion ugly), so I’m thinking of perhaps replace it with another used mobile home that’s in good condition and built at least in the 90s.My plan is to live there and flip it after a year or so.

Added new plumbing, new electric, new windows.

Basically, i think all i need to close the door the Bedroom to the kitchen area, add an exterior door, add kitchenette, and possibly add its own electric panel.

Make sure that you have an inspection period of a couple of weeks to get contractors, inspectors for roof, foundations, electrical, plumbing, etc to make sure it is not needing too many repairs.From what you have said, it sounds pretty good.

North of town, west of I-5: 95219 Brookside (high end gated communities; Mello Roos school taxes - so high taxes; Lincoln School District; some peat dirt problems on streets; don't know about foundations); Spanos Park West (some gated; lots of huge houses; basically built for commuters just west of I-5; Lodi School District) North of town, east of I-5: 95209 Spanos Park East, Colonial Heights (most Lodi Unified Schools; though small pocket of Lincoln Unified) North of town, east of I-5: 95207 Parkwoods and Lincoln Village (Lincoln Unified Schools; was considered best family area due to Lincoln Schools, but lots of flat tops and built since the 1950s so electrical can be kind of minimal - 1 outlet in kitchen instead of enough to use multiple appliances); lot of remodeling in this area.

I like the smaller plug and play option but wondering if anyone has one and how their electric bill has been?

The property was built in 2018 and the other unit with power had no major issues and all HVAC’s, water heaters, electrical, etc all work fine.

If so, expect to pay an additional 200 a month or more for water, 300 for electric, and a LOT for gas over our long cold Michigan winters.
