I was nervous to cold call , and my very first time the woman on the phone did not help my nerves.

The seller's situation: She is an elderly woman who's daughter is helping sell.

This house had been owned outright by the IRS for over 10 years due to unpaid income taxes, and surprisingly part of the agreement between the original owner (an elderly widow woman) and the IRS was that she was able to live in the home until her death (I don’t think the IRS expected her to live so long!)

comment if possible, unfriend the woman, and cease all non-professional communication with her. 

After doing much more extensive research I learned that the property was purchased for only $5,000 last year by the association from an individual woman (the original lien holder of the property).

One our single family home tenants (two late 30s woman as roommates) are fine during past year: never late pay although lots maintenance requirements, such as gas log stopped to work from their cat hair, and their door knobs are very easy to loose. 

We rented an apt. to a woman who moved back to NJ after we sucessfully got her evicted from the apt.

They also did not require each owner to have insurance so if the guy next to you had none and something occurred (like a woman we met who still couldn't live in hers because the guy next door had a kitchen fire and didn't have money to rehab) , you have no real recourse it seems.
