So more than likely a Heloc is the better option for a short term need (6-12 months) whereas an equity loan is more than likely the better option for a long term need (buy/hold) unless you can pay off/down a Heloc ultra fast (ie in 2 years). 

We are a coastal city so for us, the ultra-low supply will keep pushing prices higher here for now, but overall I see housing prices starting to slow down and will eventually drop, nothing like 2008 though.
