@Jimmy Lieu I talked to a septic tank contractor and they pointed me to the right department for permits (Dept of Health, Wastewater where I am) Ended up talking to the person in charge of them at the Dept of Health for awhile, and learned a lot about septic in the process.

Based on the terms of the lease and any subsequent written Amendments or Riders thereto, I would likely have removed that ramp and billed the tenant the costs for the removal under the default provisions of the lease.

Info on that if any other locals are interested: "On July 22nd, 2019 City Council passed the ordinance to amend the zoning map to rezone the first phase of implementing the VUU/Chamberlayne Neighborhood Plan: rezoning parcels along sections Lombardy Street and Chamberlayne Avenue, as well as Overbrook and Graham Roads in order to create the neighborhood center envisioned by the plan.

It is also a somewhat complicated matter with respect to eligibility to take such a distribution and the process of regaining taxes paid with amended returns if the funds are returned to the IRA within the allowed three year window.

@Russell Butler get the property under contract if it is a good deal, and put in a condition of sale the seller has to provide document that sidewalk encroachment is grandfathered in or has been accepted as an amendment.
