When a tenant is far past due on a balance (rent, late fees) do you first take it up with collections, or small claims court? 

If you could pay retail and make a good return, then literally anyone can do it.What you need to do is identify your area.

The WY LLC was named as managing member of the TX LLC .Also should I consider having only myself as the manager (and not add my spouse) - otherwise it becomes a partnership and I would have separate cost to file a partnership return? 

To make it easy, you can't buy in an LLC unless that LLC has two years of tax returns or if you are buying in cash.
