Neil not to hijack your thread as I see you have gotten great answersI wanted to make an antidotal comment about us west coast land lords in mid west or upper rust belt cities LIke Detroit. 

Slab construction here in Tampa with an older house means that you have galvanized plumbing in the slab, which lasts about 30 years before the salt in the ground causes them to rust and start pinhole leaks.

., I actually generally agree with everything you say about investing in CA as opposed to going the out of state route, particularly as to rust belt markets that are flat or declining.
