Based on the feedback I'm getting here, I guess I'll switch negotiating positions and require completion of work before the close of escrow, and deny his request to rent the unit.

If it is a domestic abuse situation, I would encourage the abused tenant to get a protection order.

If your financials don't change and your LTV won't be different, I would imagine it's a better situation for the bank to have the tenanted, renovated property, so I don't see why you would be denied, but I couldn't say for sure.

Sounds like your best way out is to be denied financing. 

The home was terribly abused.

Fixed the laundry abuse problem, i charge the same amount of rent and make a little extra on the side from the use of the washer and dryer.  

The general reason is exactly what happened in this thread - they are grossly misunderstood and then get abused.
