Which markets (Cities, States, Counties) are producing the highest cash flow while keeping purchase prices under 100K?

If it's in a major city with public transit you can limit the number of rooms that include parking.

Seller's make claims all the time.... you can build up to 12 units on this land, you can subdivide this into another parcel, rarely are these true if you call the city and do some legwork. 

State, County, City rules and regs every one is different.

I have connections with great vendors throughout the city and actively search for deals and present them to investors. 

Philadelphia as a city is nowhere near saturated, but you aren't buying the city.

My concern is whether the city could deny permits for these modifications, such as removing walls or converting a garage, or if they are mainly just concerned with safety and habitability.

So talk to the city to see what they'll need before you can sell the lots.
