We are nearing the peak of this economic cycle, and development tends to be one of the first aspects of RE to slow down during a downturn. 

Today, I got a call from the tenant stating that since they fixed the ceiling the bathtub drain has been slow moving and is now clogged because they never covered the drain, according to them.

Also taking out a large amount can bump you into a higher bracket which only makes the example worse. so just to summarize, it is probably better not to pay the penalty for early withdrawal.
