Asking for strategies first is like asking how to start a fire without considering combustibles on hand or available to you,  weather conditions, what you have to start it with, location, why you need a fire (warmth, cooking, light), etc. 

I understand that youre not exactly opposed to people smoking pot, but you do not want it done on your property - for exactly the reason you're posting - your shed burned down and it could have been worse.

When they lose all the water to the entire house, then they can't use the bathroom, shower, cook, or clean.

I view it as a distinct pot of money that shouldn't be unplugged, and loans against a 401k are bad news, especially if one gets fired, laid off, etc. 

There are always some dimwits that would rather pay more money to stay in a motel where they can't cook or do laundry.
