There is also the possibility of someone stepping on a nail or screw or some other ridiculous thing that people not familiar with construction might get themselves into.Basically, I'm sure they don't mind you coming by to look at things but they're in the business of getting the house completed asap and avoiding any outside interferences which may (however slight) increase their legal liabilities and possibly postpone the development and cost a ton of money.More realistic would be for you to just set certain points or phases when you'd like to see the construction.

However it takes 60-90 days for a deed to be recorded and show up in Philly so if there is a court date scheduled your mother may was to contact the city and let them know it's sold so they postpone the court date.

He purchased it in Dec. 2016 but the deed wasn't recorded until about 30 days later.The underwriter wants us to rewrite the contract with a new date, get a second appraisal at my clients (seller) expense, and postpone the closing.

So you basically eliminate underwater properties until you know the starting bid on those; properties with equity are worth the research effort in most cases even if they are postponed; very unlikely that the property loses equity unless a disaster occurred there.
