FYI my city wont submeter water in duplexes, so our options are to use a private submetering company or split the bill using a system like "ratio unit billing system" aka RUBS which is what I do, but its a nuisance.

The biggest nuisance in my opinion is the first month’s delay in HAP (while they process the paperwork) and handling renewal increases in a growing market (our local offices are difficult negotiators).

Though as you mentioned it may be hard to prove.I also read you can evict for running an unauthorized business (also possible to hide) and causing a "nuisance" though I don't know what qualifies.
