First off, have you check the RH of the concrete floor, basically the moisture content.

Falling debris, issues with roots, animals/bugs using the tree to access the house and moisture around the house.

Also, it is wise to take up all the existing tack strip since it is a wood product that absorbs moisture and can potentially cause problems if not removed.
