The net migration stats are also skewed because there are a lot of foreigners moving to California (net Immigration)  The stats others mentioned are domestic migration (within the US) not accounting for the net immigration from foreign countries.

Thanks Marcia,I wouldn't worry about checking for criminal.The US immigration puts every foreigner through the ringer with background checks along with how every dollar got into the country.
