Big fan of Dallas & Houston -- what's your target annual returns on an investment property?

I currently own a 3 unit apartment.

. - If I were to find some creative renter solution and low-ball the market rent at $1700, I could only put in about $180K total assuming a conventional mortgage to generate acceptable cash flow.So, apart from increasing rent and managing the property myself what are ways that I could make something like this work?

The new owner bought the house after I purchased my land, and he might not be aware of these encroachments.Is there any risk for me, such as the possibility of acquisitive prescription of a part of my real estate after years, especially if (theoretically) the neighbor incurs considerable expenses for e.g. asphalting his driveway? 

We don't rent by the room, we'll rent the entire apartment/house to whole groups on one lease per unit.

Without going into too much detail, we had a mid-rise apartment building in our downtown collapse a little over a year ago which very sadly killed 3 of our residents.

Was looking into Dallas, Houston and Austin.
