I'd guess that the county is really stretching their authority by requiring the payment of the attorney fees in order to redeem.I'm pretty sure the redeeming party is liable for the attorney fees and costs but is not obligated to pay them in order to redeem.

I don't find these ideas to be "bad" by any stretch of the imagination.Leverage cuts both ways... it can build wealth and cash flow, it can destroy it as well.
