The sand I saved to bed in the water line .Second was to dig a 4 ft deep trench from the house to the well head  This was 80 feet long , had to go under 1 sidewalk and move stone out of driveway to be reused .Third  was to lay in the water line and electrical conduit . ( I could have just layed the wire in the trench but  I prefer conduit )  And then hook into the old well line .

My concrete guy for example instead of pouring the new parking pad and sidewalk in November in relatively good weather, waited until January and then we got lucky with a “warm” 40 degree string of dry days he could pour.

We have typically been requiring these developers to meet certain progress marks (construction complete in XX months, be open for business and hire at least XX employees within X years, etc, etc), and we also use the abatement as a leveraging tool (ex: we'll grant the abatement, but you need to replace all the sidewalks on your property and give us a 15' utility easement).
