Yearly charge nuisance increases in rent. 

You are opening yourself up to all kinds of issues if you do not manage the tenting process correctly, especially since they already appear to be a nuisance. 

@ Check the laws in your state regarding your rights to issue a three day notice to correct the noise nuisance they are creating or to quit the lease.

Or, is someone just tired of the signs, which are illegal in some communities, may be illegal without first paying for a permit, or simply considered a nuisance by someone living or working in the area and you are polluting their neighborhood in their mind?

People do much more damage than little rat dogs etc... crayons on walls, cracked windows, smoking, fruit punch stains on carpets, holes in walls, disgusting bathrooms and kitchens are all caused by the people not their pets.Then, when it comes time to renew their lease, my little $20.00-$25.00 nuisance increase is not a big deal.  

Aside from the obvious nuisance of no parking, this limitation means that I have a very reduced tenant pool in an area that already has pretty shady tenants.

The legal term for it is an "attractive nuisance, " in case you want to sound like you already talked to a lawyer :-)

While interviewing one, asked me how many nuisance calls I get from tenants.

If credit is marginal or has things like foreclosure, student loan default or medical collections, you may want to overlook that if they have a very strong and stable income (4 X income to rent) and always paid rent on time every time and were not a nuisance to the neighbors and honored the terms of their lease.You do these things and you have a good chance of your first tenancy going smooth.

So I think that by you wanting to please the upset tenant so much, she is going to be come more of a nuisance to you than the smoker!
