Unless the buyer sought and obtained affirmative zoning compliance coverage via endorsement — imo impossible in this case because the local zoning agency would not issue a 4-unit zoning compliance letter — then title insurance is a dead end.

Not sure who your carrier is, but in KY our State Farm RDP for single family homes allows for 30 days coverage post move-out, then we add a vacancy endorsement which is only $45 flat rate. 

If the policy has a specific endorsement for STR it is expanding the usual coverage to cover the unique risk exposures that occur during a vacation rental.
