Here in upstate NY it is NOT a local custom to expect central AC, and window ACs are typically purchased by the tenant if needed to adjust the interior climate to their liking.Another thing you can do before you run out and buy your AC units, is ask the tenants what they think would be a fair resolution. 

We're targeting value add properties so our budgets typically include 8 - 10k or more for interior rehab plus exterior and mechanicals.  

Fix anything on the exterior that is in need of repair but anything interior just let it be.

Interior/exterior paint and siding work, windows and doors, complete kitchen, complete bathroom, some interior flooring.

The interior is pretty trashed and it will have to be moved fairly quickly, if you are interested dm and we can discuss more of the details.

Now my sweet spot is bringing the exterior up to current park standards and cleaning and getting the interior "ready for rehab".
