They probably all live far away, thus the reason the neighbor thinks there were no heirs, as no one ever came by the house to clean it out.I have never run into a situation where there are no heirs, as in the State of Oregon, law allows automatic transfer to partners/Spouses, then Kids, then parents and siblings.

I think they could transfer the deed into my name and my siblings names after it's paid off so we won't have to pay any taxes after they die.

It shouldn't be expensive to draw up, but you will want to be able to provide solid evidence of the deal to IRS auditors, estate attorneys, siblings, or any other interested parties in the future. 

Colorado Springs is still doable as far as Colorado goes; I have two siblings that live there and the area is still growing - but there's not much in the way of buildings, and nothing old-school like in Chicago as the Springs isn't a very old city.
