The house was sealed and bombed and I've never had a single roach complaint there. 

The Kilz seals everything.

Rehab is going to be bathrooms, roof, landscaping,  air sealing, windows (little by little diy and budget allowing), fixtures and switches, probably cellulose insulation in attic, odds and ends.     

I’m rehabbing the property, and not sure if capping/sealing the windows is worth the extra expense on a rental.

roof can be 2-4k for a 1000sqft house that only has 2 pitch 2) If its only in the basement the mold can be killed then sealed so it can nolonger grow, also find and fix the water issue aka seal the basement.3) Termite treatment isnt that expensive, but you need to see how far into the house they got or are at...

The home inspector also recommended sealing valleys and flashing as routine maintenance in order to prevent leaks, which i did. 

Dishwashers are sealed closed when not in use.
