The management issues are the maintenance issues - older buildings just break more.

I would say you would want at least $10,000 in reserves in case there are vacancies, maintenance issues, etc.

If your systems are failing, I would be looking at your preventative maintenance process.

However, it appears that they are neglecting the maintenance of the property.

However Property tax's some of the lowest in the coutnry and property maintenance same thing if you buy a stucco home with a tile roof.No real major weather threats like many markets  IE hail storms wind storms etc.. can get windy but thats common.. 

Ask yourself this, if someone offered to handle all of the property maintenance, watch the property, place the tenant, handle rent collections, deliver rent to your bank account every month, and deal with any inspections and nuisance issues and they were asking for like $30 to $40 per week would you pay that?
