My lease states that anything the tenant owes me like late fees, utilities, damages are payable "as rent".

This goes for any landlord if the rent is late start the process.

I only had a real problem 1 time during those 25 years when I ended up with a full house (22 guests) and two of the rooms were from a different culture that stayed up late into the night and ended up annoying the other guests stomping around and making noise.

I haven't looked lately at what the law says regarding fines but it use to say that on the 2nd occurrence, the fine is $25K.   

I know this is late, but if she is paying rent, she keeps the keys and access to the property, so no a landlord can not rent it if she's still paying rent. 

With the unknowns in the direction of interest rates and changes in landlord/tenant laws we are seeing cap rates fluctuate as of late.
