Sometimes there can be factor of external obsolescence that will keep that part of town from ever being in as much demand as the others, but  more often than not the growth will spread to fill in.

[EDIT: DELETED OTHER STUFF...DON'T FEEL LIKE ARGUING] Assuming the change wasn't made after the contract was signed, the seller isn't required to disclose the fact there are no external water lines or hose bibs.

@Allison Karrels Keep in mind, when you purchase through Turnkey, after your inspection report, most all issues(at least 95%) should be fixed by the seller and this includes not only the items related to the house but also items such as external buildings, fences and potential tree issues.
