Worry less about the "rules" and the financing right now, and try running models that meet YOUR financial goal. 

You could argue that your property has not materially improved and does not meet the same value as the most recently sold properties.

Look in the local papers for the last few meetings of the city council or county board to find out if any new rules are being proposed.
