I didn't read the entire inspection report, however you need to get your own licensed contractors in their to provide their 'unbiased' advice to you and not someone that the seller has provided.

And the purpose in doing this, is that you have proof, if called into court, in writing, that you have a unbiased way of selecting for tenants.And in any applicants which seem to be a problem; then have criteria which might reject applicants, without they being rejected on any basis which might end up in court over.
