This can be a very long and annoying process and you're not guaranteed to get approved.

I would review your process with how these investments are going so far and figure out what's working and what's not.

There are plenty of deals in Philly on and off-market from wholesalers, who are pretty decent in Philly compared to other places.You will need to get your GC license here and learn the permitting process and necessity here as well.

We got a bit delayed in the permitting process...We had to get a geotechnical report done due to a slope on the back side of the property, but are now back in process again.

I’m hoping to find more success in Phoenix, but as you stated, the old fashioned way may be my best bet.
