Why did they wait until a week “too late” to bring it up? 

After a brief wait, the inspector said it was fine if the tenant wasn’t home and didn’t need to see the indoor unit.

You may also wait until the lease expires and just give them notice. 

Look at the lay of the land any issues that need addressed to keep water away like the front yard etc..  

You will need to wait to refinance or wait for rent growth or both to be able to move out and at least break even. 3.

To my knowledge you can't require the units be vacant unless you want to wait for the current owner to send notices out and then purchase.

Not only this, but, they have to wait for "the HUD process" before being placed into a section 8 property, and it can take weeks, sometimes even months, and if something goes wrong on their end their RTA packet can be voided, and they would have to start the process all over again.

If you are going to sell, I'd suggest waiting until after your first year to avoid the short-term capital gains tax.
