My take on this is that although the quantity of deals might be fewer in the Spokane outskirts relative to the heart of the city, you might have less investor competition because investors might not want to work a deal that is an hour away.

Quality over quantity should be the focus. 

Anything with quantity will save you $.

Banks and institutions generally trade in large quantities of notes all at once, so it's difficult for individual investors to buy directly from them.

Once you have this all in place, do a market survey to find out which market has the inventory in sufficient quantity, what they cost on average and the potential for 2-4%+ annual rental increases for making all this work in a reasonable time frame (5-7 years) and start working your plan. 

The population has not increased a large amount but the quantity of large multifamily apartments that have been constructed is mind boggling.

This will depend on your state, quantity of properties, income, etc.
