I don't believe THIS issue is black and white or consistent between lenders / banks.

Near you the best one to go to would the the Black Diamond event in Worcester, this is a great event to learn a wide array of topics and a great place to network with other local investors.  

From what I have read, it's quite complicated and also not black-and-white.
