In TN if they do not attend this inspection their rights to object to the condition of the property is pretty much non-existent. 

I was looking for potential Fourplex / Duplexes that are in good condition and living there for a year perhaps however.

I didn't know Peter Picknelly was in real estate but I have mutual contacts with him and when the weather's warm enough walk by his house a few times a week.  

Typically, if one condition can't be met "The usual way"... there is another way to meet it.  

If the drywall is in good condition overall and just needs cleaning and paint, this is probably you're most practical path forward. 

I know when I looked into it, out of curiosity, there were many restrictions/rules/conditions.
