It sounds like you’re being quoted on commercial loans. 

It may sound funny to pay a 1031 exchange service to simply receive money for you and spend it for you, but it is essential.

I can't speak to the accuracy of their skip traced numbers, but it sounds like that's not good either. 

This sounds like a class C property based on the numbers so thsoe are typically very high costs that you will incur.

Similar to Elecric Vehicles in my mind......sounds great but way too many issues.....I have an off-grid house where I personally installed solar, but the nearest power poles were too far away, and the cost to me to bring power in would have been a huge deal-breaker.
