We serve notice at 30 days and follow through with eviction if terms are not met.

You are probably better will serve to invest in the Chicagoland market particularly on the southside where your cash flow margins and cap Rates are higher much higher.

If their belongings were damaged or if food spoiled as a direct result of the leak, then I might consider reimbursing them for their losses.

I have been successful getting ROW and actual city streets abandoned and removed. what needs to happen is everyone who benefits from the ROW has to sign off if that cant happen then it wont be removed.. the property it serves you cant leave land locked either .. dont know your situation but its worth exploring.
