What can you build by right, how hard are the restrictions/zoning to change?  

As far as the impact, first who is the beneficiary of the restriction?

@Jason Morris Hey Jason, the first thing I would look at is the zoning for your lot currently and the restrictions that go along with said zoning.

I would simply Google "legal restrictions for short term rentals in city X" or "short term rental permits in city X".  

On a side note, the main reason for home prices being so high is restricted development.
