Because the morons take out the batteries to use them in their electronic do-dads.

Many times when you get the OOPS page (Site not available) after posting, the posting actually occurred and if you go back and try again, it would acually result in duplication.The best remedy is to compose on a electronic notepad or on a word processor, and then copy/paste into the site.
